Richard Dale Goggins 74, of Jonesboro died at St. Bernards Medical Center on October 26, 2026. He was born in Jonesboro on September 18, 1952, to John Tolton Goggins and Opal Lozell Goggins. He was affectionately known throughout Jonesboro as the “Shoeshine Man.” He became a familiar face and was a beloved part of the community. What began with shining shoes grew into something much greater- a lifetime of friendships, familiar faces, and meaningful connections.

In addition to his parents, he was proceeded in death by his younger brother Larry Gene Goggins, older brother Donald Martin Goggins, and niece, Jeannie Ann Rousey. He is survived by his sister, Margarett Ann Freeman, daughter Goldie Marie Goggins-Freeman, nieces, Edie Hudson and Ladon Jones, and several great nieces and nephews.

Over the years he formed many treasured friendships, including those with the late Sheriff Floyd Johnson and J.T. Barr. He also shared an enduring friendship with Paul Wadell, along with countless courthouse employees and members of the community. He loved listening to music and enjoyed Down Home Harmonies every Sunday on KASU. He was a member of the First Baptist Church and developed meaningful relationships with his church family. These friendships were a testament to his ability to connect with people from all walks of life and the special place he held in the hearts of so many.

Beyond the work he did shining shoes, he enjoyed rodeos and cattle farming. He was also a longtime custodian at the Craighead County Courthouse, where his dedication and familiar presence became part of the courthouse’s everyday life. He took pride in an honest day’s work and found happiness in the simple pleasures of life.

Beyond the familiar face so many knew around town, he was a dearly loved brother and cherished member of his family. He held a special place in the hearts of those who loved him, and the memories they shared will forever be treasured. His life was filled with connections, both within his family and throughout the community he called home.

While many will remember him as the “Shoeshine Man,” his family and friends will remember him as someone who they loved dearly. His legacy is found not only in the friendships he made and the lives he touched, but also in the love of a family who will forever hold him close in their hearts.
